eBay's Accepted Payment Policy reads:
"Our Accepted Payments policy helps ensure that buyers and sellers on eBay are offered safe, convenient payment options.
For most categories, sellers need to offer one or more of the following electronic payment choices:
PayPal
ProPay
Moneybookers
Paymate
Credit card or debit card processed through the seller's Internet merchant account
Additionally, payment upon pickup and Bill Me Later are valid payment methods as well.
Payment methods not allowed on eBay:
For most categories, sellers can't ask buyers to:
Send cash through the mail
Send cash or money orders through instant, point-to-point cash transfer services (that are not banks) such as Western Union or MoneyGram
Mail checks or money orders (except for items in categories specifically permitted below)
Pay through bank-to-bank transfers (except for items in categories specifically permitted below)
Pay by "topping off" a seller's prepaid credit or debit card
Pay using online or other payment methods not specifically permitted in this policy
Payment method exceptions

Communicating about payment methods
Sellers need to say in their listing specifically which payment methods they accept and only offer payment methods approved by eBay. Sellers aren't allowed to:
Ask buyers to contact them for additional payment methods
Offer a payment method to some buyers and not to others
Discourage buyers from using any payment method the seller specified in the listing
Ask buyers to pay using a method not mentioned in the listing.
This applies to all transaction-related correspondence between a seller and buyer as well as the listings.
Violation consequences
Make sure your listing follows our guidelines. If it doesn't, it may be removed, and your buying and selling privileges could be restricted. "

If the buyer requests paying by other methods you are allowed to accept or refuse. I still routinely get requests from buyers to pay by cash, check or money order. I gladly accept all of these. When I was able to list all of these in my lisitngs I received $400-600 per month in cash, checks and money orders. That amount has now dropped to less than $20 most months. I have never lost money on a transaction that was paid for by cash, check or money order, even though I never wait on a check to clear before shipping. I had one check bounce once but the buyer sent me a money order to replace it as soon as I contacted her.
I have lost money on PayPal payments. I have had the buyers bank reverse payment months after I mailed the item and PayPal deducted the full amount from my account without recourse.
When I was still able to state in my listings that I gladly accepted cash, checks and money orders the buyers that paid in that manner were some of my most regular buyers, many of them making multiple purchases each month, without fail. Most of them have now quit buying from me altogether even though I made it clear to them I was glad to still accept their payments. A couple stated to me that the new eBay policy made them feel like second-class citizens and they would no longer be buying from the site.
This new Accepted Payments Policy really seems hypocritical to me on eBay's part. On one hand they tell us to give the buyer what they want and on the other hand we are not allowed to offer payment methods that the buyers have shown in the past that they prefer. When I mentioned this to a eBay executive in an e-mail he quit responding to my e-mails entirely and "de-friended" me on Facebook.
